October 6, 2009: Appointment of Supervisor Brown and Sean White as Mendocino County representatives.  October 20, 2009: Appointment of Lee Howard; January 4, 2011: reappointment of Supervisor Brown, Sean White, and Lee Howard; the Board affirmed its existing appointments in January of 2013 and 2014. January 6, 2015, the Board appointed Paul Zellman and affirmed the existing appointments of Carre Brown and Sean White. On January 5, 2016, the Board appointed Al White and affirmed the existing appointments of Carre Brown and Sean White. On January 10, 2017, the Board appointed Paul Zellman and Janet Pauli and affirmed its existing appoint of Carre Brown. On January 2, 2018, the Board appointed Mr. Will Carson and reaffirmed its existing appointments of Carre Brown and Janet Pauli.

 

Summary of Request

Pursuant to the Memorandum of Understanding among the United States Army Corps of Engineers (USACE), National Marine Fisheries Service (NMFS), and the Sonoma County Water Agency (SCWA), Section No. 5d - Consultation Process - Public Policy Facilitating Committee (PPFC), Mendocino County has three appointees to the Public Policy Facilitating Committee. The PPFC, through the SWCA, will disseminate information on the Section 7 consultation process and receive public input.  The PPFC consists of one member appointed by and from USACE, one member appointed by and from NMFS, three members appointed by and from the Board of Supervisors of Sonoma County, three members appointed by the Board of Supervisors of Mendocino County, one member appointed by and from the Resources Agency of the State of California, and one member appointed by and from the California Regional Water Quality Control Board, North Coast Region.

 

On October 6, 2009, and October 20, 2009, the Board took action to appoint three Mendocino County representatives: Supervisor Carre Brown, Mr. Sean White (RRFCWCID), and Mr. Lee Howard (RRFCWCID).  At the time of the appointments, the Board directed staff to track these appointments for annual review.  This item has been scheduled in accordance with the 2009 Board directive, to facilitate the annual review and determine if action is warranted on the item.

 

Alternative Action/Motion:

Direct staff to publicly notice vacancies for Mendocino County’s three representational seats, continuing the appointments to a subsequent meeting; or direct staff to conduct further research on the matter.
