Summary of Request:
Health and Human Services Agency, Public Health, administers two federally mandated programs for children and youth in Mendocino County which require submission of certification statements annually: the California Children’s Services (CCS) program and the Child Health and Disability Prevention (CHDP) Program.
The CCS Program covers the provision of diagnostic and treatment services, medical case management, and physical/occupational therapy services to children under age 21 who have CCS-eligible medical conditions, while the CHDP Program focuses on preventive health and serves children and/or youth of low to moderate income families. Through the CHDP program, children can obtain regular preventive health assessments to identify any health problems. The CHDP program also allows children with suspected problems to be referred for necessary diagnosis and treatment and receive care coordination services.
On January 1, 2019, Health and Human Services Agency, Public Health joined the Whole Child Model administered by Partnership Healthplan of California. The Whole Child Model is a new program for CCS eligible children to receive care from their Medi-Cal managed care health plan (Partnership Healthplan) instead of the County CCS program. CCS children will have covered health plans under Medi-Cal instead of both the County CCS program and Medi-Cal. This health plan will cover primary and specialty services, hospital visits, some mental health services and some extra services. The health plan will also allow the children to receive the same type of services and remain with the same providers. CCS children will receive the care they need under one system which will prevent confusion, improve care management, and result in better health.
The Health and Human Services Agency, Public Health, requests that the Board of Supervisors approve and sign the attached 2018-19 statements certifying that both the CCS and CHDP programs will: comply with all applicable laws, rules and regulations; and comply with the Children’s Medical Services Plan and Fiscal Guidelines Manual. The statements also certify that the County agrees the program(s) may be subject to all sanctions or other remedies applicable if the program(s) violates any of the laws, regulations, and policies with which the program(s) has certified it will comply.
