Previous Board/Board Committee Actions:

The County regularly applies for CDBG funding.  This item was withdrawn at the request of the Department from the January 22, 2019 Board Agenda; no previous action was taken by the Board.                     

 

Summary of Request

In late November 2018, the State Department of Housing and Community Development posted the 2018 CDBG Notice of Funding Availability (NOFA) for rural counties to apply for Community Development Block Grant funding.  In order to qualify for the application process, Mendocino County must submit an application prior to February 26, 2019 and meet all necessary guidelines.  As such, the Department of Planning and Building Services held a public meeting on December 18, 2018 to solicit input on possible projects to bring forward to the Board of Supervisors for approval.  From the public meeting, staff recommends three projects to be included in the Resolution by the Board for inclusion in the application to HCD, based on the likelihood that these projects would be funded by the State.  The first project for RCHDC is a public improvement project in support of affordable housing that is “shovel ready” and stands the highest likelihood of funding.  There are approved permits in place for the site, as well as an identified budget and conceptual development plans.  The second project for West Company is Microenterprise Technical Assistance, which also has a high likelihood of being funded as each application to HCD requires two types of projects and, historically, microenterprise has been in high demand in Mendocino County.  The third project is a Planning Technical Assistance (PTA) Study requested by EDFC to comply with the County Broadband plan and would benefit low to moderate income households. It is the intent of the county to pursue utilization of the CDBG funds immediately upon completion of all conditions required by the Housing and Community Development Agency. The County anticipates receiving approximately $ 120,000 in CDBG Program Income that would be expended on these projects/activities prior to expending awarded grant funds. Attached to this summary is a more detailed memo related to HCD methodology for scoring applications.
