Summary of Request

The Continuum of Care (CoC) Program, as defined by the Federal Department of Housing and Urban Development, is designed to: promote community-wide commitment to the goal of ending homelessness; provide funding for efforts by nonprofit providers, and State and local governments to quickly rehouse homeless individuals and families while minimizing the trauma and dislocation caused to homeless individuals, families, and communities by homelessness; promote access to and effect utilization of mainstream programs by homeless individuals and families; and optimize self-sufficiency among individuals and families experiencing homelessness.

 

On January 30, 2019, California’s Business, Consumer Services and Housing Agency Homeless Coordinating and Financing Council awarded $4,921,967.86 of Homeless Emergency Aid Program (HEAP) funds to Mendocino County to support its local CoC, the Mendocino County Homeless Services Continuum of Care (MCHSCoC), in addressing California’s homelessness crisis. The Health and Human Services Agency, currently serving as the Administrative Entity for MCHSCoC, accepts HEAP funds on MCHSCoC’s behalf.

 

To be eligible to receive HEAP funds, the State required each jurisdiction where HEAP-funded capital projects may be developed to declare a shelter crisis. The Mendocino County Board of Supervisors appointed an Ad Hoc Committee to explore possible uses for HEAP funds and voted to declare a shelter crisis within the unincorporated territories of the County at its meeting on December 18, 2018. The cities of Fort Bragg and Ukiah also declared shelter crises, making capital projects within those jurisdictions eligible to receive HEAP funds. As part of determining potential uses for HEAP funds, and before submitting the final HEAP application in December 2018, MCHSCoC completed a Request for Projects (RFP) that allowed agencies to submit proposals to MCHSCoC for potential HEAP-funded activities.

 

The HEAP revenue agreement incorporates projects selected by MCHSCoC in the RFP process. Many of the projects target capital improvements with portions set aside to provide required homeless youth services. The agreement outlines detailed annual reporting requirements, including, among others: amounts awarded to subrecipients, contract expenditures, numbers of homeless persons served, increases in capacity for new and existing programs, and breakdowns of services provided to specific populations (i.e., chronically homeless, homeless veterans, unaccompanied homeless youth, and homeless persons in families with children). A financial audit may also be required.

 

HEAP funds must be expended by June 30, 2021.
