Summary of Request:
In 2017, the State Legislature allocated $135 million to the California Air Resources Board (ARB) through Assembly Bill (AB) 134 and AB 109 to provide incentives for the agricultural community to reduce emissions from heavy-duty diesel equipment. ARB developed the Funding Agricultural Reduction Measures for Emission Reductions (FARMER) Program to meet the Legislature’s objectives and help meet the State’s criteria, toxic and greenhouse gas (GHG) emission reduction goals.
$5.5 million has been allocated to 18 rural Air Quality Management and Air Pollution Control Districts. The Shared Allocation Pool is specifically designed to ensure that farmers in those Districts have the opportunity to access FARMER funding and to streamline the implementation of the FARMER Program. The MOU between the District and Placer County APCD for participation in the FARMER Program is pending Board approval by a corresponding agenda item on March 26, 2019.
60% of the total funding has been allocated for the first funding cycle (Round 1). By May 1, 2019, additional projects will be chosen for Round 2 for the remaining funds. Any unallocated funds following Round 2 will be allocated in Round 3 by June 1, 2020.
The District submitted 26 eligible projects for the FARMER Program from the list of Carl Moyer Projects approved by the Board on December 18, 2018. The California Air Pollution Control Officers Association (CAPCOA) has chosen seven (7) projects in Mendocino County for funding in Round 1 for a total of approximately $260,000. These seven (7) projects have been highlighted in the FARMER Program Project Eligibility List (Table 1). The District will also receive approximately $30,000 in administrative funds from the FARMER Program for costs associated with implementation of the Program.
The District is requesting Board approval of the FARMER Program Project Eligibility List as proposed in Table 1, authorization to fund projects as approved by CAPCOA and Placer County APCD, authorization to enter into a contractual agreement with each of the applicants that outlines the requirements associated with these funds and authorization to transfer funds to each of the applicants upon receipt of proof of work completed.
Alternative Action/Motion:
Not approve the FARMER Program Project Eligibility List and direct District staff to locate alternative sources for funding or alternative programs.
