Authorize payment of $8,500 to Solid Wastes of Willits (SWOW) upon receipt of invoice for the County's share of costs related to operation of the South Coast Buy-Back Center for one year, and provide direction to either close the center or determine a long term funding mechanism.

PREVIOUS BOARD/BOARD COMMITTEE ACTIONS:
On January 24, 2017, the BOS approved an interim one-year agreement with Solid Wastes of Willits (SWOW) to provide SWOW with additional revenue and cost saving measures related to the provision of solid waste services, pursuant to existing franchise and/or transfer station agreements. This one-year agreement included a provision allowing temporary closure of Recycling Buy-Back Redemption Centers in Boonville, Gualala and Westport. The County retained the right to direct SWOW to re-open these centers. After notification that CalRecycle would begin fining both Gualala supermarkets $100/day because there was not a Recycling Center available in the area, on June 20, 2017, the BOS gave direction for a temporary solution. Estimated Buy-Back Redemption Center weekend operating costs of $34,000 - $48,000 were to be shared equally between Mendocino County, Solid Wastes of Willits, Surf Market, and Gualala Supermarket.
