Summary of Request

The Continuum of Care (CoC) Program, as defined by the Federal Department of Housing and Urban Development, is designed to: promote community-wide commitment to the goal of ending homelessness; provide funding for efforts by nonprofit providers, and State and local governments to quickly rehouse homeless individuals and families while minimizing the trauma and dislocation caused to homeless individuals, families, and communities by homelessness; promote access to and effect utilization of mainstream programs by homeless individuals and families; and optimize self-sufficiency among individuals and families experiencing homelessness.

 

In support of the CoC program, the California Business, Consumer Services and Housing Agency, California Homeless Coordinating and Financing Council issued a one-time flexible block grant for Homeless Emergency Aid Program (HEAP) funds to provide direct assistance to local CoCs to address California’s homeless crisis. With approval of the Mendocino County Board of Supervisors (BOS), Mendocino County Health and Human Services Agency (HHSA) applied for an allocation in the amount of $4,921,967.86 on behalf of the Mendocino County Homeless Services Continuum of Care (MCHSCoC) in December, 2018. As the Administrative Entity, HHSA accepted HEAP funds on MCHSCoC’s behalf on February 26, 2019.

 

MCHSCoC plans to execute several subcontracts utilizing HEAP funds based on responses to a Request for Projects (RFP) that it issued before the HEAP application was finalized. Each recipient project is located within a jurisdiction where a shelter crisis is in effect - a State requirement for jurisdictions where HEAP-funded capital projects are to be developed. Pursuant to that requirement, capital projects in the city of Fort Bragg, the city of Ukiah, and the unincorporated territories of Mendocino County are all eligible to receive HEAP funds for capital projects.

 

The proposed contract with Redwood Community Services (RCS) is the first of several contracts that MCHSCoC intends to execute utilizing HEAP funds. MCHSCoC requested the agreement start as early as possible, which necessitated a retroactive start date.
