DBA Redwood Community Crisis Center in the amount of $25,757, for a new total of $92,299, to provide 24/7 crisis response, outreach and engagement services for children, youth and young adults through the Substance Abuse and Mental Health Services Administration Grant, effective when Agreement becomes fully executed through June 30, 2019; authorize the Health and Human Services Agency Director or designee to sign any future amendments that do not exceed the annual maximum amount; and authorize Chair to sign same.

Summary of Request:
Redwood Community Crisis Center (RC3) provides emergency mental health crisis intervention services to the children, youth, and young adults in Mendocino County who are experiencing crisis episodes and need immediate support. RC3 will utilize funds from the proposed amended agreement to continue to staff one Community Liaison and three Regional Support Team Members. These staff support youth experiencing First Episode Psychosis, by offering 24/7 crisis response, outreach and engagement, after care services, and collaboration with other community organizations.
The Substance Abuse and Mental Health Services Administration provides funds through the Mental Health Services Block Grant (MHBG) which the Department of Health Care Services (DHCS) then distributes to the counties. The MHBG provides funds for the provision of mental health services for adults with serious mental illness and children with serious emotional disturbance. Historically, the County drafts contracts utilizing MHBG funds at the start of the Fiscal Year based upon the previous year’s contracts. The County then amends the contracts after receiving final program approval from DHCS (this year Health and Human Services Agency received the addendum in January). RC3 must provide services before receiving payments from the grant, and all payments are based on actual expenditures.
