Approve first amendment to Agreement No. 18-135 with North Coast Opportunities in the amount of $33,558, for a new total of $91,991, to provide child care navigation and trauma-informed care training through allocated funds received from California Department of Social Services effective when Agreement becomes fully executed through June 30, 2019; authorize the Health and Human Services Agency Director or designee to sign any future amendments that do not exceed the annual maximum amount; and authorize Chair to sign same.

Summary of Request:
Starting January 1, 2018, California Department of Social Services (CDSS) gave counties the option to opt-in to the Emergency Child Care Bridge Program for foster children. This optional program provides funding for vouchers to eligible foster parents for six to twelve months of child care, staffing of child care navigators, and trauma-informed care training and coaching for child care providers. Child care navigators assist eligible families with finding a child care provider, securing subsidized child care placement, assisting with child care applications, and developing a plan for long term child care. Trauma-informed care training includes, but is not limited to, infant and toddler development and research-based, trauma-informed best care practices. The Bridge Program requires counties to contract with their local Child Care Resource and Referral programs to provide child care navigation and trauma-informed care training and coaching. North Coast Opportunities is the only Child Care Resource and Referral program in Mendocino County.
The original BOS Agreement 18-135 was drafted using the minimum fiscal allocation issued by CDSS on June 14, 2018. CDSS issued a revised increased allocation for FY 18/19 on October 1, 2018, and a FY 17/18 re-appropriation allocation on January 10, 2019, which further increased the funds available to be spent in FY 18/19 for child care navigation and trauma-informed care training.
