SUMMARY OF REQUEST:
Welfare systems across the state of California have historically been administered through various groupings of counties, known as Consortia. Since 1998, the number of Consortia has reduced, and the size of each Consortium has grown, due to a directive from the Centers for MediCare and Medicaid Services and the Food and Nutrition Services agencies of the United States Department of Agriculture, which required that California move to a single statewide automated welfare system by 2023.
