Approve Amendment to Agreement No. MH-18-023, PA No. 18-256 with Psynergy, increasing the amount from $50,000 to $170,000 to provide residential care offering a broad range of services to Mendocino County Behavioral Health and Recovery Services, Lanterman-Petris Short clients who are court-mandated to receive a specific level of care that requires a structured environment due to mental health challenges, effective when Agreement becomes fully executed through June 30, 2019; authorize the Health and Human Services Agency Director or designee to sign any future amendments to the Agreement that do not increase the annual maximum amount; and authorize Chair to sign same.

Summary of Request

Psynergy is a residential care facility offering a broad range of services to Mendocino County Behavioral Health and Recovery Services, Lanterman-Petris Short (LPS) clients who are court-mandated to receive a specific level of care requiring a structured environment due to mental health challenges. Psynergy offers services including but not limited to: residential clinical services, care and supervision, holistic health, physical fitness, vocational readiness, peer and family support, and recreational and leisure activities. Psynergy is utilized in lieu of more expensive placement facilities and/or when other facilities do not have placement beds available for clients requiring this level of care.

 

The original Agreement with Psynergy was a placeholder for one Mendocino County LPS client placement. Since the original Agreement, Mendocino County has placed two additional LPS clients, for a total of three placements. This Amendment provides the additional funds needed to cover current placements. Due to the diversity of clients, some specialized placement agreements with other contractors from Fiscal Year 2018-19 have been underutilized. Funding for this Amendment with Psynergy comes from the redistribution of those unused placement funds, which are immediately available for use.

For  fiscal year 18-19, Psynergy had more  clients than anticipated, and other  contractors providing same-services had fewer clients than anticipated.
