May 8, 2018 Item No. 4(n), BOS Agreement No. 18-054.
Summary of Request:
Mendocino Coast Hospitality Center (MCHC) has been operating a shelter for the homeless in Fort Bragg since 1986. In recent years, MCHC added additional services for homeless individuals who are also mentally ill.
MCHC will use funds from the proposed Agreement to provide the following for homeless individuals:
direct services for those who are severely mentally ill; care management and outreach programs for those who are homeless and mentally ill; services to clients while in residence to monitor their progress towards fulfilling their care plans; assistance for clients to obtain and utilize vital services from community organizations; and assistance for clients to obtain health and dental services and access to Substance Use Disorder Treatment and vocational rehabilitation services.
Funding for this Agreement was awarded by Substance Abuse and Mental Health Services Administration (SAMHSA) and must be used exclusively to decrease homelessness and improve the health, wellbeing, and self-sufficiency of homeless people who have co-occurring disorders (both mental health and a substance abuse problem). MCHC must provide services before receiving payments from the grant, and all payments are based on actual expenditures.
SAMHSA notified Behavioral Health and Recovery Services (BHRS) in January of the funds allocated for this Agreement. Historically, SAMHSA does not send grant award letters until late in the fiscal year (November) with an addendum a few months later (January) that finalizes the award. After award notification, BHRS collaborated with the new Executive Director of MCHC to best leverage SAMHSA funds with other new funding sources. These circumstance necessitated a retroactive start date.
