Summary of Request:
Crestwood Behavioral Health Inc., provides secure residential treatment programs that deliver a broad range of services for adults requiring a structured environment due to mental health challenges. Levels of care include the provision of groups, trainings, and programs to promote the recovery of clients for independent living in the community. The County’s goal is to transfer clients to a less restrictive residential setting as soon as they are medically able. Basic daily rates vary depending on the level of care.
The Health and Human Services Agency, Behavioral Health and Recovery Services (BHRS) budgeted the $350,000 original contract with Crestwood Behavioral Health Inc. using an estimated rate breakdown for an estimated number of clients; the Board of Supervisors (BOS) approved the contract on June 19, 2018. BHRS calculated the first Amendment using a revised rate breakdown for a revised estimated number of clients; the BOS approved the first Amendment on January 8, 2019. Due to additional placements in the facility and a higher level of required care, the costs have again increased since initial budgeting for fiscal year 18-19. This second Amendment will allow an increase of $108,000 for a new total of $599,449 to continue providing mandated residential mental health treatment at the appropriate levels to Mendocino County BHRS Lanterman-Petris-Short Conservatorship (LPS) clients currently in placement and receiving treatment at this facility.

While estimates for Crestwood were lower than the actual need due to more clients than expected, at higher levels of care, other facilities’ estimates were higher. The excess estimated funds from other facilities will be used to cover the additional funds needed for Crestwood. |
