Recommended Action/Motion:

recommendation

Approve Agreement with Placeworks in the amount of $85,000 to complete the update to the County’s Housing Element for the period of 2019-27, effective when Agreement becomes fully executed through December 31, 2020; and authorize Chair to sign same.

End

Previous Board/Board Committee Actions:

The Housing Element was first adopted by the Board of Supervisors on September 24, 1981.  It was subsequently updated on April 26, 1993, January 27, 2004, December 14, 2004, March 23, 2010 and August 4, 2015.

Summary of Request

Planning and Building Services released a Request for Proposal (RFP) in February 2019, which received several inquiries, but only one complete responsive submittal.  Placeworks, a consultant that specializes in Housing Element documents and recently completed an update for the City of Willits, was selected as the contractor from the RFP.  PBS hopes to fast-track this Housing Element update and complete the necessary edits by June 2020.  This update will address changes in State Law, as well as review potential barriers to creating housing in the County.
