SUMMARY OF REQUEST:
California Government Code section 25363 allows a Board of Supervisors to authorize any member of the Board of Supervisors, to sell at private sale, property belonging to the County, not required for public use, if in the unanimous judgment of the Board, the value of the property is less than five hundred dollars ($500). The County of Mendocino had ownership of nineteen (19) horses by virtue of the horses being seized by animal control, and the failure of the horses' owner to take the necessary steps to retain ownership of the horses. Thirteen (13) of the horses were purchased at auction. Five (5) horses remain in the custody of the County. Three of those horses have already been determined by the Board to be worth less than five hundred dollars ($500). The two horses that are the subject of this resolution were offered for sale at auction, with minimum bids of one hundred and fifty dollars ($150) and two hundred dollars ($200), but received no bids. Based on the results of this recent auction, Animal Care Services believes that these horses would be difficult to sell at auction, and continuing to board these horses is costly to the County. In addition, a rescue organization has expressed interest in taking ownership of the horses.
