Recommended Action/Motion:
recommendation

Previous Board/Board Committee Actions:
EDFC is a 501(c)3 non-profit organization, founded in 1995 by the County and the four incorporated Cities to carry out economic development. For more than 20 years, the Board has annually provided funding to EDFC, and appointed Supervisors to sit on the EDFC Board. In 2016, the Board approved Resolution No. 16-140, accepting the Sonoma-Mendocino Comprehensive Economic Development Strategy and endorsing the designation of the Sonoma Mendocino Economic Development District (SMEDD).
Summary of Request:
In 2017, the SMEDD received a three year planning grant from the Economic Development Administration. Sonoma County supplied the match and thus received all of the funding ($210,000 over three years). In Fiscal Year (FY) 2018-19, Sonoma County contracted directly with EDFC and provided a small amount of funding to support SMEDD coordination services in Mendocino County. In April 2019, the SMEDD was invited to apply for another three-year grant from the Economic Development Administration. Provided EDFC is able to secure matching funds, there is an opportunity for EDFC to receive additional EDA Funding, which will be used to carry out activities of the Comprehensive Economic Development Strategy (CEDS) in Mendocino County. EDFC is requesting a letter from the Board, committing to maintain existing EDFC funding of at least $30,000 annually for a three year period; this commitment will serve as matching funds for the “FY 2019 to 2021 Partnership Planning Program” through the Economic Development Administration.
Alternative Action/Motion:
Do not approve the letter of commitment; provide direction to staff.

budget clarification: EDFC contracts annually with the County to provide services; in the current FY this funding is in the amount of $30,000. This item would have the Board commit to maintain that level of funding to EDFC over a three (3) year period so that the County funds can be used by EDFC as match for additional grant funds.
