Adopt Resolution approving retroactive Grant Agreement with the State Air Resources Board, authorizing the Air Quality Management District to accept the State Air Resources Board AB 197 Emissions Inventory District Grant in the amount of $8,583, authorizing the Air Pollution Control Officer, as agent, to sign the retroactive grant agreement with the State Air Resources Board for the term of May 1, 2019 through May 1, 2020; and authorize Chair to sign same.

The Air Quality Management District regularly receives grant funding. This source of grant funds was first approved by Board on September 25, 2018; the amount of funding awarded at that time was $18,267.
Summary of Request:
In 2016 the state legislature approved Assembly Bill 197 requiring the state Air Resources Board to make available to the public the emissions of greenhouse gases and criteria pollutants for each facility that reports to the state board and update the information annually. The AB 197 Emissions Inventory District Grant provides funding to districts to help off-set the cost of updating and reporting facility emissions data to the Air Resources Board. The 2019 grant amount allocated to the District is $8,583.
The final AB 197 Emissions Inventory Grant Agreement is effective May 1, 2019 through May 1, 2020 and is retroactive because it was not received by the District until May 10, 2019. The Air Pollution Control Officer was able to sign the Grant Agreement to reserve program funds on May 14, 2019. ARB has accepted the District’s signed Agreement pending Board Resolution.
Alternative Action/Motion:
Do not approve the Retroactive Contract with the state Air Resources Board and do not approve the Air Quality Management District’s request to accept the AB 197 Emissions Inventory District Grant as proposed.
