SUMMARY OF REQUEST:
As a direct result of the implementation of the Affordable Care Act, Mendocino County has experienced a Medi-Cal caseload increase from 8,466 cases in January 2014 to 19,366 in January 2019. The Health and Human Services Agency currently has an excessively high vacancy rate of 32% for eligibility staff, with 20 of the 62 positions vacant. Additionally, there are too few eligibility staff, and many are of insufficient level and experience, therefore unable to process the volume of Medi-Cal applications and redeterminations received each year. Efforts to increase the number of eligibility staff were undertaken, and the vacancy rate in the Eligibility Specialist classification has decreased. Still, new staff are not at the experience level required to process cases independently. The proposed contract provides resources to assist in addressing this problem.
