Summary of Request:
Health and Human Services Agency, Family and Children’s Services, requests Board approval of the Agreement with Redwood Community Services, Inc., to ensure availability of specific support services for foster children and their families. Family and Children’s Services provides funding for these services as part of a broader commitment to excellence in the delivery of child welfare services.
Pursuant to Assembly Bill 1997, Group Homes intending to continue to serve children and non-minor dependents must transition to the Short Term Residential Therapeutic Program (STRTP). STRTP is defined as a residential facility that provides an integrated program of specialized and intensive care and supervision, services and supports, treatment, and short-term twenty-four (24) hour care and supervision of children. Redwood Community Services, Inc., (RCS) is the sole provider in Mendocino County operating STRTP.
The proposed Agreement with RCS allows important community-based services to be offered to foster children and youth transitioning from the STRTP to home-based care with their parents or caregivers. These aftercare community-based services allow children to reconnect with their families, schools, and communities when group care settings are no longer needed. Additionally, the services help to maintain children and youth in Mendocino County, bring children and youth back to Mendocino County, and provide them with the least restrictive living environment.
