RECOMMENDED ACTION/MOTION:

Approve Agreement with Mendocino County Youth Project ("MCYP") in the amount of $380,000, to provide counseling and intervention services to at-risk juveniles through the Foundations and Dual Diagnosis Program effective when Agreement becomes fully executed through June 30, 2023; authorize the Chief Probation Officer to sign any future amendments to the Agreement that do not increase the total Agreement amount; and authorize Chair to sign same.

PREVIOUS BOARD/BOARD COMMITTEE ACTIONS:
Previous contracts for the Foundations/Dual Diagnosis Program were approved on July 24, 2012; October 22, 2013; July 22, 2014 and September 8, 2015.

SUMMARY OF REQUEST:
Foundations is an early intervention and prevention program that provides direct services to juveniles with low-level drug and alcohol related offenses. The program consists of a 10-week series of classes, and is a collaborative effort between MCYP, the Probation Department, Mendocino County Office of Education, Project Sanctuary, and SUDT. Cost: $70,000.

Dual Diagnosis Counseling provides services to youth suffering from both mental health and substance abuse problems. Services are provided on an outpatient basis, and may be continued for youth remanded to Juvenile Hall. Cost: $25,000.
