Previous Board/Board Committee Actions:
By Resolution Number (No.) 12-079 (May 22, 2012), the Board of Supervisors (BOS) approved Department of Transportation (DOT) Agreement No. 110121 with Quincy Engineering, Inc., for the plans, specifications, and estimate bid package for the Rowes Creek Bridge Replacement on Sherwood Road. By Resolution No. 16-141 (December 6, 2016), the Board authorized the Director of Transportation to advertise for bids and award DOT Contract No. 160090 for construction of the Rowes Creek Bridge Replacement project.
Summary of Request:
On February 12, 2019, Mendocino County awarded DOT Contract No. 160090 to Dunton Construction Company, Inc., of Anderson, California, in the amount of $2,327,221. By Resolution No. 07-008, the Director’s original contract change order authority amount for DOT Contract No. 160090 was $129,000. Just after construction began, unforeseen site conditions changed the needs of the pile driving activities. Two of the piles to be driven needed to be changed to cast-in-drill-hole piles, and the remaining 9 driven piles needed to be longer than the original design. These two items are estimated to cost $210,000. In order to keep the project moving, DOT is requesting an increase of the Director’s change order limits to a total of $339,000 ($210,000 in estimated current changes, plus the original change order authority of $129,000), as well as the authority to use up to $92,426 from the Road Fund to front the costs over the current contingency amount authorized by the Federal Highway Association (FHWA). A 10% contingency of $246,574 for contract changes was initially budgeted and approved by FHWA. The funds are available in the Road Fund, and DOT will seek reimbursement for 100% of the costs from FHWA. Costs of the project are to be funded primarily through the FHWA Highway Bridge Program (HBP), with the local match covered by the Toll Credit Program.
