Summary of Request:
Planning & Building Services (PBS) requests approval of an amendment to the existing Agreement No. BOS 18-134. Mr. Folsom has been instrumental in Code Enforcement compliance with Building and Construction Code Violations and his expertise has been invaluable to the Department. He provides more than 50 years of experience in the construction trade and as a building inspector and is also a certified Plans Examiner. He has multiple certifications for commercial and residential inspections, and is also a Certified Access Specialist (CASp), which due to the complicated nature of some code enforcement complaints, PBS does not currently have qualified staff to address, aside from the Building Official. The continued scope of work will include, but not be limited to, field inspections with Code Enforcement to identify building and construction code violations; review of new and ongoing investigations; expert case evaluation related to current building and construction codes; expert testimony and formal declarations for court cases or appeal hearings to support the determinations made related to code enforcement actions; provide training and conduct research for Code Enforcement Staff related to building and construction codes; and provide assistance in policy and procedure development with Code Enforcement staff. The agreement is budgeted to be paid from the Nuisance Abatement fund.
