Summary of Request:
The project is a multi-jurisdictional effort to reduce wildfire risk to 12,921 habitable structures, essential services, and critical communication infrastructure within the City of Ukiah and the unincorporated neighborhoods in the Ukiah Valley. Ukiah is the County seat and contains the densest population center in Mendocino County. It is the center for government services and regulatory function and contains the County’s largest medical center as well as extensive retail development. Ukiah has a high density of homes and structures that are located adjacent to steep, undeveloped wildlands that are identified as a Very High Fire Hazard Zone. The western hills of Ukiah contain hundreds of homes scattered among heavy fuel loads. These Wildland -Urban Interface (WUI) areas are contiguous with urban neighborhoods which increases the risk of wildfire spread to homes and infrastructure throughout the Ukiah Valley.
To reduce wildfire risk and aid in fire suppression activities, the project will construct a 5.6-mile shaded fuel break along the west side of the Ukiah Valley, a 4.2-mile fire break extension on the ridgelines above Ukiah and will reduce fuel loads along 6.6 miles of public and private roads in the State Responsibility Area (SRA) to improve ingress and egress capabilities. In addition, the project will offer curbside chipping service for up to 200 homes in the WUI to encourage defensible space clearing. Collectively, the project will treat an estimated 285 acres of hazardous fuel load and will improve ingress and safety for fire fighters as well as improve evacuation routes for residents. The County of Mendocino will carry out the project in partnership with the Mendocino County Fire Safe Council (MCFSC), the Mendocino County Resource Conservation District (MCRCD), the City of Ukiah, the Ukiah Valley Fire Authority, the CAL FIRE Mendocino Unit, and multiple neighborhood-level fire-safe councils.
The resolution authorizes the County to enter agreement with CAL FIRE for the West Hills Ukiah Fuels and Fire Break Project, authorizes the Chair to sign the agreement, and authorizes the Chief Executive Officer to sign any future amendments.

budget clarification: The County of Mendocino Disaster Recovery Division applied for and received a grant from CAL FIRE. This is a revenue grant that will be fiscally managed by the Recovery Unit.
