Authorize the Health and Human Services Agency to submit acceptance documents for Mendocino County’s Noncompetitive Allocation Award of $1,719,462 under California’s No Place Like Home Program; adopt Resolution authorizing acceptance of said allocation award and authorizing the Health and Human Services Agency Director or designee to sign the Revenue Agreement, as Agent, and any amendments or renewals that do not increase the maximum amount; and authorize Chair to sign same.

Summary of Request:
On July 1, 2016, Governor Brown signed legislation enacting the No Place Like Home (NPLH) program to dedicate up to $2 billion in bond proceeds to invest in the development of permanent supportive housing for persons who are in need of mental health services and are experiencing homelessness, chronic homelessness, or who are at risk of chronic homelessness. The bonds are repaid by funding from the Mental Health Services Act (MHSA). After litigation clarifying legislation and voter approval in November 2018, it was determined that this funding must be used for permanent housing for individuals with serious mental illness (SMI).
The NPLH program includes two allocations, a Technical Assistance Allocation and a Noncompetitive Allocation, as well as a Competitive round of funding for additional releases of bond proceeds. In August of 2017, Mendocino County applied for and received an allocation of $75,000 for the Technical Assistance portion of funding. Acceptance of the attached Notice of Funding Availability and approval of the proposed Resolution will authorize Health and Human Services Agency, Behavioral Health and Recovery Services (BHRS), to submit the required materials to enable the County to receive its Noncompetitive Allocation of NPLH funds. As part of the submission to the State, BHRS is required to submit a countywide plan that specifies goals and strategies to make homelessness non-recurring.
Approval and submission of the attached items will also enable the County to participate in the next Competitive round for receipt of NPLH funds.
