Summary of Request

In July 2017, Partnership HealthPlan of California (PHC), the Medi-Cal Managed Care Provider for 14 California counties including Mendocino, issued a Request for Proposal (RFP) to provide one-time support for projects that would expand access to housing for Medi-Cal members enrolled with PHC. Out of a total of $25 million, PHC allocated approximately $1.6 million to Mendocino County. After receiving applications and working through revisions, PCH has signed awards with the Health and Human Services Agency (HHSA) and Redwood Community Services. HHSA will utilize its award of $618,404 to expand access to permanent supportive housing for Medi-Cal beneficiaries who are currently experiencing or at risk of homelessness, and Redwood Community Services will use its award of $1,028,792 for property acquisition and construction of housing units connected with the Homeless Shelter and Day Resource Center in Ukiah.

 

The proposed Revenue Agreement with PHC allocates $580,900 of HHSA’s award to support a housing project in Ukiah currently being developed by Rural Communities Housing Development Corporation (RCHDC). The project will consist of 40 units for a mixed population. PHC grant funds will allow RCHDC to set 10 units aside for individuals and families receiving Social Services through HHSA and experiencing or at risk of homelessness. RCHDC has projected a total budget of over $16 million for this project and has secured approximately $4 million in grant funding to support the project including PHC funding. RCHDC expects to close the funding gap of approximately $12 million by applying for and leveraging federal tax credits in July 2019.

 

HHSA will use the remaining $37,504 to provide emergent needs/rapid rehousing support to vulnerable children and families who are Medi-Cal beneficiaries and who are experiencing or at risk of homelessness. These supports include financial assistance with rent, moving costs, rent application fees, deposits, and/or utility payments.

 

HHSA received the proposed revenue Agreement on June 19, 2019, after working closely with PHC to refine and revise its original grant proposal.
