Summary of Request

It has been a priority of the Mendocino County Board of Supervisors over the past several budget years to address issues related to chronic homelessness in Mendocino County. Since Fiscal Year 2016-17, the Health and Human Services Agency has focused on that priority and pursued various grant funding opportunities either in partnership with other local agencies or by applying directly. These opportunities resulted in the implementation of new programs like Whole Person Care and the Grants for the Benefit of Homeless Individuals (GBHI).

With these grant funding opportunities and the allocation of substantial new resources through California’s 2018 and 2019 budget processes, Mendocino County and its community partners have significant new opportunities to invest in projects to address the homeless crisis. Today’s presentation provides a summary of known funding opportunities, and updates information provided in November 2018 about local efforts to leverage these opportunities to reduce homelessness and best serve vulnerable populations.

Today’s agenda also includes several related items for the Board of Supervisors to take requisite action to implement new programs and/or secure new funding for short and long term interventions, including the development of permanent housing to serve homeless and housing-insecure populations.
