Summary of Request:
Redwood Quality Management Company (RQMC) has been arranging and paying for specialty mental health services on behalf of Mendocino County, as delineated in the Mental Health Plan controlled by the California Department of Health Care Services, and Mental Health Services Act (MHSA) Programs since July 1, 2017. Functioning as the County’s Administrative Services Organization (ASO), RQMC oversees and manages the delivery of mental health services through a well-developed coalition of local subcontractors.
The proposed 2019-20 contract with RQMC combines services that were contracted separately in past fiscal years. These services include: specialty mental health services for children, youth, and adults; Medication Support services; services delivered as part of MHSA programs, including Community Services and Support (CSS) and Prevention and Early Intervention (PEI) services; and services for Mendocino County’s indigent population, including Misdemeanor Competency Restoration. The contract also specifies provision of administrative and utilization review services along with detailed reporting requirements to include both demographics and service delivery timelines.
Continuation of the ASO model allows RQMC to provide required specialty mental health services on behalf of the County, while allowing the County to maintain a comprehensive Mental Health Plan and compliance with applicable laws, rules, and regulations.
Combining multiple past contracts into a single contract, with required negotiations to ensure comprehensive delivery of mental health services countywide, necessitated a retroactive start date for this Agreement.
