Previous Board/Board Committee Actions:
The Board approved the grant application for this project to the Economic Development Agency (EDA) at the June 19, 2018 meeting.
Summary of Request:
Under this two-year contract, EDFC is working closely with the County to develop the Economic Recovery and Resiliency Plan and implementing broadband development activities.
The Economic Recovery and Resiliency Plan will create a strategic framework for local governments, agencies, and organizations to create a resilient economy in Mendocino County. Although the County is leading the Economic Recovery and Resiliency Project, EDFC plays the critical role of community outreach and working directly with local businesses and jurisdictions to gain data regarding the needs of the community.
EDFC’s activities include developing a web-based system for public access to quarterly economic data, developing an e-news for regular distribution, conducting a preliminary online countywide survey, conducting in-person qualitative surveys, organizing a stakeholder input forum, presenting the Economic Recovery and Resiliency Plan to the Board and other jurisdictions for adoption, and coordinating quarterly meetings consisting of economic development representatives from each jurisdictions.
Also under this contract, EDFC is managing the broadband expansion, deployment, and implementation strategy. EDFC is working in coordination with other fire-affected counties in the North Bay-North Coast Broadband Consortium to address telecommunication systems weaknesses and completing a five-year strategic plan for telecommunications improvements. Activities include conducting a countywide needs assessment, coordinating with existing broadband vendors, working with the North Bay-North Coast Broadband Consortium to pursue projects, and identifying potential funding sources for projects.
EDA’s period of performance for this project is April 1, 2019 to March 31, 2021. The County did not receive the notice of award until late April 2019 and the Financial Assistance Award with EDA was not executed until May 2019. Further, the final Budget was not adopted until June 18, 2019. This contract is retroactive to allow EDFC to start the project immediately in order to complete the project within the assigned period of performance.
