Approve the Air Quality Management District’s application for Subvention Funds from the California Air Resources Board for Fiscal Year 2019-20; authorize the Air Pollution Control Officer to sign and submit the application to the California Air Resources Board; and direct the Clerk of the Board to provide a Minute Order to the District of the Board's decision.

The Air Quality Management District Board annually authorizes the Air Quality Management District to apply for State Subvention funds.
Summary of Request:
Each year the Air Quality Management District must apply to the Air Resources Board for State Subvention Funds. The Air Quality Management District Board must approve the District’s application and authorize the Air Pollution Control Officer to sign the application prior to its submittal to the Air Resources Board.
The application consists of 2 parts: (1) the Fiscal Year 2019-2020 Application for Subvention Funds; and, (2) the Fiscal Year 2018-2019 Year-End Financial Report indicating that the District’s appropriations (Not Including; AB 923 Motor Vehicle Fund Revenue) exceeded the required match for that year’s subvention grant as required by state law. A copy of the application is attached, which includes Subvention Funds in the amount of $34,400 in addition to Supplemental Subvention Funds Request in the amount of $79,328 for the purchase and installation of new monitoring equipment and vehicle replacement.
Alternative Action/Motion:
Do not approve the District’s application for state Subvention Funds and direct District staff to pursue alternative sources of funding for programs.
