Summary of Request:
In 2018, the Legislature passed, and the Governor signed, several bills to improve forest resiliency and to reduce the risk of wildfires in California.
SB 1260 requires Cal Fire and the state Air Resources Board (ARB), in coordination with local air districts, to develop and fund a program to enhance air quality and smoke monitoring, and to provide a public awareness campaign regarding prescribed burns in addition to funding for local district participation and implementation costs and rapidly deployable air quality monitors.
SB 856 provides $2 million to ARB for local air districts to support the implementation of SB 1260 related to air monitoring of prescribed fires and public outreach.
The ARB Prescribed Burn Air Monitoring Equipment Cache Storage Grant (SB 856) is intended to provide resources to local air districts to create and maintain equipment storage caches for air monitoring equipment which will be used to measure emissions from prescribed fires, facilitate accessibility of equipment when required by an event, update the cache database to reflect current resource status and coordinating delivery of instruments when requested. The Mendocino County Air Quality Management District has been chosen by the Air Resources Board as a designated equipment cache storage site. The storage facility is required to house multiple portable monitors, maintain power to the monitors and provide space for training of personnel prior to deployment of the monitoring equipment.
The District is requesting authorization to purchase a new 2019 upgraded 40’ High-Cube Shipping Container in the amount of $17,900 to be used as a Monitoring Equipment Cache Storage Facility as required by the State ARB Monitoring Equipment Cache Grant Approved by the Board on August 6, 2019, approval of the transfer of funds from the Districts Fund Balance to increase appropriations for Budget Unit 0327 Expense Accounts, Line Item 86-4370 by $17,900 and addition of the item to the District’s Fixed Asset List. The Container will be located at the Air Quality Management District office. The cost of the upgraded shipping container includes insulation, electrical outlets, lights, Air conditioning/heating, entry door, window and shelving.
