Summary of Request

This grant agreement is to facilitate disbursement of the Board of State and Community Corrections (BSCC) Mental Health Training Grant made available through the Edward Byrne Memorial Justice Assistance Grant (JAG) program.  The BSCC is disbursing $7 million to local corrections agencies for a statewide mental health training initiative.  The goal of this training initiative is to provide funding to local corrections agencies for critical mental health related training to their staff from May 1, 2019 through September 30, 2020.

 

This funding is being provided for two purposes:

1)                     Mental health training for local corrections staff;

2)                     Instructor training for new behavioral health training required by the Standards of Training for Corrections (STC) and is part of the Adult Corrections Officer Core Course.    

 

The funds can only be used to send STC participating staff to mental health related training within the State of California. Mental health related training is broadly defined to include single classes or multiple class courses of training that include content such as: signs and symptoms of mental illness; substance use disorder; trauma informed care; stigma and bias; crisis intervention; de-escalation techniques; and suicide prevention and other courses with mental health related content.  The Sheriff’s intent is to use these funds to provide Critical Incident Training for correctional staff.

 

This item is retroactive due to delays at the State level. A questionnaire was distributed to correctional agencies in April of 2019, this was completed by the MCSO Jail staff and returned to the State. In June 2019 Jail staff followed up with the State for a status on the agreement and was told it would be forth coming.  MCSO Jail staff received the State agreement in September of 2019 and began its approval process in the County system.
