Summary of Request

Mendocino County Health and Human Services Agency (HHSA) applied for and was awarded $500,000 to develop a Crisis Residential Treatment Program through Senate Bill 82, Investment in Mental Health Wellness Grant, Third Round Funding, facilitated by the California Health Facilities Financing Authority (CHFFA). As part of the Grant Agreement, HHSA is required to demonstrate to the CHFFA Board that we have met our first milestone of the third amendment to the Resolution between Mendocino County and CHFFA.  The milestone requires the County to provide evidence acceptable to the CHFFA Board that demonstrates that the County has secured sufficient funding for the remainder of the project. HHSA has provided evidence that the Mental Health Treatment Act and Board of Supervisors have approved the further investigation of development of a Crisis Residential Treatment program among other facilities. However, the CHFFA Board requires more specific project level evidence that the Measure B funding, in conjunction with the $500,000 CHFFA award, will be going toward a Crisis Residential Treatment program as outlined in our grant agreement.

Mendocino County HHSA requests approval from the Board of Supervisors to submit the attached letter to the CHFFA Board evidencing that Measure B funding will be used in conjunction with CHFFA funding to develop a Crisis Residential Treatment facility.  If the milestones of the grant agreement are not met within a cure period of the deadline, HHSA may lose the $500,000 grant funding.
