Previous Board/Board Committee Actions:

On March 19, 2019 the Board received a presentation from the Climate Action Start-Up Group on Mendocino County's Commitment and Mission to Fight Climate Change; endorsed in principle the proposal presented; and directed staff to schedule a subsequent workshop on the formation and structure of the Climate Action Advisory Committee (CAAC), explore funding sources and initiate discussions with the Mendocino County Resource Conservation District (MCRCD) regarding a contract for services to staff the Committee; On April 16, 2019 the Board discussed a draft scope of services for a proposed contract between Mendocino County and the MCRCD on the implementation of a Sustainability and Climate Action Program and staffing for the CAAC and appointed Supervisors Williams and McCowen as a Climate Action Ad Hoc Committee to work with the MCRCD and relevant stakeholders on the draft scope of services; On June 5, 2019 the Climate Action Ad Hoc Committee submitted a memorandum to the Board recommending the allocation of $90,000 for fiscal year 2019-20 to fund the Sustainability and Climate Action Program pursuant to a revised scope of services to be negotiated with the MCRCD; On June 5, 2019 the Board approved a Proposed Budget for fiscal year 2019-20 including an allocation of $7,500 to fund the CAAC; On June 18, 2019 the Board adopted a Final Budget for fiscal year 2019-20 including $7,500 to fund the CAAC.                     

 

Summary of Request

The Board of Supervisors had previously discussed a Draft Scope of Services for a proposed contract between the County and the Mendocino County Resource Conservation District (MCRCD) for the implementation of a Sustainability and Climate Action Program and staffing for the Mendocino County Climate Action Advisory Committee (see attachment). This approach would result in the MCRCD hiring a Climate Action program manager who, among other duties, would provide staff support to the CAAC and write grants to pursue funding to implement the recommendations of the CAAC that have been approved of by the Board of Supervisors. Alternately, during Budget Hearings, as part of a motion on the overall budget, the Board allocated $7,500 for support of the CAAC. The latter sum is arguably sufficient to hire staff support to prepare agendas and take minutes. This approach may also be in keeping with the concept of a “citizen driven process” in contrast to having the assistance of a relatively well paid program manager. During Board discussion there was a discussion that it was premature for the Board to determine a staffing model and that the CAAC, once appointed, ought to be asked for their recommendation on the preferred funding/staffing model for the CAAC. The Recommended Action/Motion is in keeping with the suggestion that the CAAC be asked or their recommendation. Following today’s action on the Consent Calendar, the full slate of 15 CAAC members have now been appointed and it is therefore appropriate to refer the question of their preferred funding/staffing model to them for a recommendation.
