Approve second Amendment to Standard Agreement No. PH-19-024 with Noemi Doohan, M.D., Ph.D., in the amount of $100,000, for a new Agreement amount of $125,000, for County Health Officer Services, effective when Agreement becomes fully executed through a new end date of June 30, 2020; authorize the Health and Human Services Agency Director or designee to sign any amendments to the Agreement that do not increase the maximum amount; and authorize Chair to sign same.

Summary of Request

On August 19, 2019, the Mendocino County Board of Supervisors appointed Noemi Doohan, M.D., Ph.D. as Public Health Officer for Mendocino County. As a result of that appointment, the Health and Human Services Agency (HHSA) contracted with Dr. Doohan for $25,000 to provide an abbreviated list of services that would normally be provided as part of a full-time County Health Officer position. Services included being on-call to respond to communicable disease staff and other clinical support staff; providing guidance and medical expertise; and performing specific duties related to Vital Statistics, Communicable Disease Control, and Public Health Emergency Preparedness. On September 18, 2019 HHSA amended the contract with Dr. Doohan to include reimbursement for actual travel costs related to provision of services as Public Health Officer.

 

HHSA requests Board approval of a second Amendment to the original contract with Dr. Doohan, increasing the total amount of the contract to a maximum of $125,000 and extending the termination date through June 30, 2020. This second Amendment expands the services to be provided to encompass the full range of duties expected by the Public Health Officer.
