When HHSA scheduled the 2019-20 Agreement for BOS approval on August 27, 2019, the Board discussed revising it to conform more closely to Dr. Robert Marbut’s recommendations. The Department withdrew the contract in order to incorporate the requested changes.
Summary of Request:
Mendocino County currently contracts with Redwood Community Services, Inc. (RCS) to provide shelter services and related resources to inland clients at the Building Bridges Homeless Resource Center, located at 1045 S. State Street, Ukiah. These services address the needs of Health and Human Services Agency (HHSA) General Assistance (GA) clients, and families and individuals in Mendocino County who are experiencing homelessness and need to be sheltered. RCS provides beds, meals, shower and laundry facilities, phone access, mail delivery, other amenities, outreach, Individualized Housing Plans, and case management to qualified individuals. Additionally, this site serves as a central hub for local service providers to provide direct services and refer clients for other appropriate services.
The proposed contract with RCS is the result of several rounds of revisions. The first round involved adding language suggested by Homelessness Consultant, Robert G. Marbut, Ph.D. in order to align the contract with recommendations made in his report to the Board of Supervisors (BOS) on March 13, 2018 and April 24, 2018 entitled “Homelessness Needs Assessment and Action Steps for Mendocino County.” The intent of this new language, which aligns with guidelines created and approved by the Mendocino County Homeless Services Continuum of Care, is to ensure that the majority of services are provided to families with children and “homegrown and local individuals.” Developing and incorporating Dr. Marbut’s language caused the contract to be delayed, and HHSA postponed BOS approval of the contract from June 18, 2019 until August 27, 2019.
Subsequent rounds of revisions occurred after Board discussion at the August 27, 2019, BOS meeting when HHSA presented a revised agreement for consideration. Following Board discussion, HHSA withdrew the contract to allow development of additional contract language that more closely conforms to Dr. Robert Marbut’s recommendations for strategic action steps to address homelessness. HHSA staff and the Homeless Action Ad Hoc Committee of Supervisors McCowen and Gjerde developed a revised Definition of Services (Exhibit A) that more clearly incorporates Dr. Marbut’s recommendations, provides increased consistency with a contract for homelessness services with Mendocino Coast Hospitality Center, and incorporates by reference City of Ukiah use permit conditions which are also included as an attachment to the contract.
Since then, the contract has been further refined in response to suggestions made by RCS and, more recently, Legal Aid of Ukiah. These latest edits ensure that services are not limited for residents receiving Public Assistance and that there are no undue requirements that hold recipients to a higher standard than required by the Welfare and Institutions Code 17000 as well as General Assistance regulations last adopted by the Mendocino County Board of Supervisors in 2004.
The comprehensive nature of the revisions described above, along with the time required for consultation with all involved parties, has necessitated a retroactive start date. Therefore, HHSA requests retroactive approval of the proposed agreement with RCS, who began providing services in good faith in August 2019.
