Summary of Request

Landfill leachate is currently collected from the leachate storage system and disposed of at the local wastewater treatment plant by County Road Crews.  The timing and quantity of leachate generation are dependent upon rainfall events with leachate generation and disposal typically being from November to May.  Due to limited manpower the Department is desirous to contract out leachate monitoring and collection and disposal to an outside party.  Department of Transportation (DOT) Agreement Number (No.) 190094 provides for Leachate Monitoring and Hauling Services by an outside party.  Wastewater treatment plant disposal costs will continue to be paid directly by the County.  In order to facilitate timely completion of work, DOT believes it is prudent to request a 10% contingency in the amount of $3,000 for unforeseen additional work that may need to be performed and authorize the Director of Transportation to sign any and all amendments up to that amount. This is one of two agreements for leachate hauling; the other is for the Caspar and Laytonville Landfills.

Alternative Action/Motion:

Do not approve DOT Agreement No. 190094 and continue to haul leachate with County Road Crews.
