Waive Mendocino County residency and voter requirement for appointments to Boards and Commissions; and appoint 1) Richard Swedbergh as EMS Aircraft Provider Representative to the Emergency Medical Care Committee and 2) Paul Duncan as EMS Dispatch Provider for Mendocino County Representative to the Emergency Medical Care Committee.

Previous Board/Board Committee Actions:

The Board of Supervisors has previously waived this requirement when there have been a lack of available county residents willing to serve.                     

 

Summary of Request

All appointees to a Board or Commission must be residents of Mendocino County and registered voters thereof unless such requirements are waived by a majority vote of the Board of Supervisors. Grounds for waiver may include but are not limited to: lack of availability of county residents who are willing to serve on a Board or Commission or an individual who is a non-resident but has special qualifications that are necessary for the position. 

 

Applicants Paul Duncan and Richard Swedbergh are specially qualified to fill these long-standing, vacant seats. There has been ample opportunity to receive applications from Mendocino County residents for either of the seats in question, with no interest or applications received. Both Mr. Duncan and Mr. Swedbergh live in neighboring Counties, but work in EMS positions uniquely qualified to serve Mendocino County.

Do not waive residency and voter registration requirement.
