Previous Board/Board Committee Actions:
On August 27, 2019 the Board of Supervisors appointed a Homeless Action Ad Hoc Committee (Supervisors Gjerde and McCowen) to address issues related to homelessness in Mendocino County.
Summary of Request:
The Homeless Housing, Assistance and Prevention Program (HHAP) funding is a block grant program to provide one-time funding to expand or develop local capacity to address immediate homelessness needs and assist in moving individuals and families into permanent housing and helping them maintain their housing. HHAP was authorized by AB101, which was signed into law by Governor Newsom on July 31, 2019. The Mendocino County Continuum of Care (CoC) was allocated $924,734.12 and Mendocino County was separately allocated $856,699.99. Please see the attachment for a list of available grant allocations, a draft Expenditure Plan for the CoC allocation and an overview of eligible uses. Grant applications are due February 15, 2020. On January 27, 2020 the CoC discussed the draft Expenditure Plan and gave directions for finalizing and submitting an application. During discussion it was emphasized that the Expenditure Plan submitted with the application is preliminary in nature and may be amended based on further discussion and direction by the CoC. Likewise, the Expenditure Plan submitted on behalf of Mendocino County will also be preliminary however the Homeless Action Ad Hoc Committee requests approval from the Board of Supervisors to meet with staff and community stakeholders to develop a preliminary Expenditure Plan to be included with the Mendocino County application for HHAP funding.
