Summary of Request:
Rural Communities Housing Development Corporation (RCHDC) is currently developing a new property in Ukiah that includes Permanent Supportive Housing. This new property, known as Orr Creek Commons, is located at 509 Brush Street, Ukiah. When complete, it will consist of 80 units and provide for a mixed population of individuals and families.
RCHDC has projected a budget of over $16 million for Phase I of Orr Creek Commons, with approximately $4 million anticipated through grant funding and the remaining $12 million through leveraged federal tax credits. The Health and Human Services Agency (HHSA) applied for a portion of the funding to support Orr Creek Commons as part of a Board-approved grant application with Partnership HealthPlan of California (PHC) for Local Innovation Grant on Housing funds. That application and resulting revenue agreement allocated $580,900 to RCHDC to allow designation of 10 units at Orr Creek Commons for individuals and families receiving Social Services through HHSA. The Board approved a Memorandum of Understanding with RCHDC in September 2019 outlining service commitments and how tenants will be referred to and selected for available housing units.
Approval of the proposed Agreement with RCHDC will support Phase I of construction of Orr Creek Commons and allow HHSA to complete its deliverables under the PHC revenue agreement.
