Previous Board/Board Committee Actions:
On November 12, 2019, the Board directed staff to develop an equity program application (Agenda Item 6c). On February 4, 2020 the Board directed staff to utilize the California Center for Rural Policy at Humboldt State University to complete Cannabis Equity Assessment; draft Resolution establishing Cannabis Equity Program contingent upon State funding; submit a Cannabis Equity Application; and return to the Board of Supervisors for approval and adoption on February 25, 2020.
Summary of Request:
A total of $30 million is available for fiscal year 2019-20 through the cannabis equity grants program for local jurisdictions administered by the Governor’s Office of Business and Economic Development. The Board directed staff on February 4, 2020, to utilize Humboldt State University to complete a local equity assessment and develop a local equity program and to return to the Board on February 25 for Board adoption.
The California Rural Policy Center at Humboldt State University completed the assessment and program and will present to the Board of Supervisors the results. Staff Recommends the Board of Supervisors approve the assessment, adopt a resolution establishing the local equity program and authorize the Chief Executive Officer or designee to submit a grant application to the Governor’s Office of Business and Economic Development for purposes of funding the Mendocino County Local Equity Program.
The Local Equity Assessment, Resolution and Local Equity Program Manual are attached for Board review.
Based on the recommendations of the Equity Assessment the Board should consider reinvesting a portion of Cannabis Business Tax towards the equity program. The reinvestment will make Mendocino County more competitive in the grant funding process with Go Biz and demonstrate the County in proactively addressing equity issues in the community.
