RECOMMENDED ACTION/MOTION:

1) Hear Off Agenda item pursuant to Government Code 54954.2 and move that this item will be added to the agenda as item 8a); and adopt Urgency Ordinance enacting restrictions on commercial and residential evictions in Mendocino County through May 31, 2020; and authorize Chair to sign same.

SUMMARY OF REQUEST:
Following agenda publication Supervisors Williams and McCowen became aware of the impending threat of eviction faced by local businesses and the need to take immediate action prior to the next Board meeting. The COVID-19 pandemic has resulted in the closure of numerous businesses thereby substantially reducing business income and causing the unemployment of numerous employees. Numerous individuals and businesses in Mendocino County lack the financial reserves to pay rent and other living costs without current income. There is a delay between the immediate need and State or Federal financial assistance that may come at a future date. Without adoption of the attached ordinance numerous individuals and businesses may be subject to eviction for non-payment of rent. On March 16, 2020 Governor Newsome issued an Executive Order that allows local governments to enact restrictions on new evictions through May 31, 2020.
