recommendation
Adopt Resolution Approving Department of Transportation Agreement Number 220006, Professional Services Agreement with Schaaf & Wheeler Consulting Civil Engineers, in the amount of $553,621, for the term beginning upon execution of the agreement through December 31, 2024, for consulting and engineering services for the Stormwater Trash Capture Design; authorize the Director of Transportation to sign any and all amendments to the agreement not exceeding $25,000 (Ukiah Area); and authorize Chair to sign same.
End
Previous Board/Board Committee Actions:
By Resolution Number (No.) 20-018 (February 25, 2020), the Board of Supervisors (BOS) approved BOS Agreement No. 20-016/Department of Transportation (DOT) Agreement No. 190088 with Schaaf & Wheeler Consulting Civil Engineers (Schaaf & Wheeler) to perform the Stormwater Trash Capture Feasibility Study.
Summary of Request:
On June 1, 2017, the State Water Resources Control Board issued Water Code Section 13383 Order letters (Order) requiring Phase II Small Municipal Separate Storm Sewer System (MS4) permittees to submit a method to comply with new statewide Trash Provisions. Under DOT Agreement No. 190088, Schaaf & Wheeler developed a comprehensive stormwater trash capture feasibility study as a preliminary step to compliance with the order. Based on the results of that study, design of the stormwater trash capture devices will be completed under DOT Agreement No. 220006, giving the County bid-ready construction documents. In order to facilitate timely completion of work, DOT believes it is prudent to budget a 5% contingency in the amount of $25,000 for unforeseen additional work that may need to be performed and authorize the Director of Transportation to sign any and all amendments up to that amount.
Alternative Action/Motion:
Cancel or postpone approval DOT Agreement No. 220006, putting the County at risk of being out of compliance with State Water Resources Control Board orders.
