Previous Board/Board Committee Actions:
Letters of Agency to confirm participation in the CENIC high-speed broadband public libraries project administered by the Califa Group approved on October 1, 2019: agenda item 4i; and approval of Standard Services Agreement 20-098 on July 14, 2020: agenda item 4f.
Summary of Request:
The California non-profit organization, CENIC, aims to ensure that all California residents have access to high-speed networks at their public libraries and educational institutions, and has connected most public libraries and major educational institutions in the State to the network. The CENIC network consortium applies for E-rate as well as CTF discounts on behalf of the participating libraries.
The Columbia Telecommunications Corporation (CTC) has taken over administration of the quarterly billing for high-speed networks that were obtained by CENIC RFPs issued through a Letter of Agency. The CTC Agreement provides for a bandwidth of 1 Gbps at Library branches in Ukiah, Fort Bragg, Willits, Point Arena, Laytonville, and 500 Mbps in Covelo. The first 12-18 months’ charges are paid in full by the Library before the E-rate discounts start to be applied. At that time, the annual cost is expected to be $3,071.
The Library is playing a vital role in providing high-speed broadband access to residents in our rural locations, and during times of emergencies and outages may be the only connections available to the community.
Alternative Action/Motion:
