Previous Board/Board Committee Actions:
On January 27, 2020, the Department of Housing and Community Development (HCD) issued a Notice of Funding Availability (NOFA) as part of the Local Government Planning Support Grants Program also referred to by HCD as the Local Early Action Planning Grants Program or LEAP. The Board of Supervisors by way of Resolution (No. 20-076) authorized the Disaster Recovery Finance Director to apply for a grant in an amount up to $150,000.00 on behalf of Planning and Building Services to address the update of the Zoning Ordinance and UVAP implementation.
On September 14, 2021 the Board of Supervisors authorized an Agreement with Interwest Consulting Group in the amount of $196,000 for the preparation and update of Title 20, Division I (Inland Zoning Ordinance) and Title 17 (Division of Land Regulations) of the Mendocino County Code, for the period beginning September 14, 2021 through June 30, 2023.
Summary of Request:
Planning and Building Services in cooperation with Interwest Consulting Group seeks direction from the Board regarding potential allowance for temporary camping for profit on private property that would not be considered a “Transient Habitation - Campground” use type as defined in MCC section 20.024.135(A). Direction requested includes what type of temporary camping facilities may be desired and recommendations for limitations or standards including zoning districts where they may be permitted, minimum parcel sizes, and requirements for discretionary permitting.
Information has been provided with this agenda item from Hipcamp, which is a website platform for camping facilities that connects campers with hosts. The estimated economic impact provided by Hipcamp is based on internal survey and platform data collected by Hipcamp and data from the Bureau of Economic Analysis (BEA). Earth Economics also conducted a study of the non-market benefits provided by Hipcamp in Mendocino County.
