Summary of Request:
In April 2022, the State Department of Housing and Community Development posted the 2022 Notice of Funding Availability (NOFA) for rural counties to apply for Community Development Block (CDBG) Funding. In order to qualify for the application process, Mendocino County must submit the applications and meet all necessary guidelines. As such, the Department of Planning and Building Services (PBS) held a public meeting on May 13, 2022, to receive information from individuals and organizations in the community, interested in pursuing CDBG funding opportunities. Staff recommends two projects to be included in the standard HCD Resolution by the Board for inclusion in the applications to HCD, based on the competitive qualifications and likelihood that these projects would be funded by the State. The first project is for Microenterprise Technical Assistance to assist with low/moderate income mirco businesses with five (5) or less employees. The second project is for Planning and Technical Assistance (PTA) for Noyo Harbor District to support economic activities to sustain the harbor and promote job creation.
Attached is the HCD resolution template and a memo from the Noyo Harbor District providing additional information.
