September 10, 2019, Item 4(r), adoption of Resolution No. 19-337 affirming HHSA as the administrative entity for the MCHSCoC, authorizing receipt of Round 2 CESH funds up to $1,854,896, and authorizing the HHSA Director to sign the allocation agreement.
Summary of Request:
The Continuum of Care (CoC) program, as defined by the Federal Department of Housing and Urban Development, is designed to: promote community-wide commitment to the goal of ending homelessness; provide funding to quickly rehouse homeless individuals and families while minimizing trauma; promote access to and effect utilization of mainstream programs; and optimize self-sufficiency among individuals and families experiencing homelessness.
In support of the CoC program, the California Housing and Community Development Department (HCD)
announced availability of California Emergency Solutions and Housing Program (CESH) funds for local CoCs to assist persons who are experiencing or are at risk of homelessness. Amounts to be allocated to each CoC are based on a formula that includes the 2017 Point-in-Time Count, the number of extremely low income households that pay more than 50 percent of household income on rent, and the percentage of households below the federal poverty line. The CESH allocation was issued to the Health and Human Services Agency (HHSA) through two rounds of funding.
On November 13, 2018, the Mendocino County Board of Supervisors (BOS) adopted Resolution No. 18-169 approving HHSA’s application for CESH funds up to $1,854,896, affirming HHSA as the administrative entity for the Mendocino County Homeless Services Continuum of Care (MCHSCoC), and authorizing the HHSA Director to execute the allocation agreement for Round 1 CESH funds. On September 10, 2019, the BOS adopted Resolution No. 19-337 authorizing the HHSA Director to execute the allocation agreement for Round 2 CESH funds up to $1,854,896; HHSA was awarded $1,422,029 of Round 2 CESH funds. Due to the recent split of HHSA, HCD has asked the Mendocino County Department of Social Services (SS) to process another Resolution identifying SS as the new administrative entity for the MCHSCoC, and authorizing the SS Director or designee to execute any subsequent amendments or modifications to the current Standard Agreement, as well as any other documents related to the Program or the CESH grant awarded to Applicant, as the Department may deem appropriate. HCD requires the Resolution reference the most recent Notice of Funding Availability (NOFA) issued on June 10, 2019, and the actual award amount of $1,422,029.
MCHSCoC currently uses CESH funds for one or more of several eligible activities, including rental assistance, housing relocation, stabilization services, operating subsidies for new and existing permanent housing units, navigation, street outreach, and Homeless Management Information System and Coordinated Entry System expenses. Administrative costs are capped at 5% of program funds.
