Summary of Request

For Fiscal Year 2021-22, the State Legislature allocated $212 million to the State Air Resources Board (ARB) for grant funds to districts under the “Funding Agricultural Reduction Measures for Emission Reductions” (FARMER) Grant Program to provide incentives for the agricultural community to reduce emissions from heavy-duty diesel equipment.  The FARMER Grant Program Shared Allocation Pool is administered by Placer County Air Pollution Control District through an agreement with the ARB and with individual Air Districts.  The FARMER Grant Program utilizes the 2018 Carl Moyer Program Guidelines and project criteria in addition to the 2019 FARMER Policies & Procedures. 

For Fiscal Year 2021-22, MCAQMD received its first direct allocation of FARMER funds, in the amount of $823,100.  On November 29, 2021, due to staffing shortages, MCAQMD staff recommended to ARB that MCAQMD’s allocation of funds be redirected to the FARMER Grant Program Shared Allocation Pool (SAP).  In February 2022, MCAQMD staff requested that ARB reconsider the redirection of funds to the SAP Program.  Due to program requirements and time frame, the funds had been redirected as recommended with no options to regain the allocation this year.

Although MCAQMD staff designated the Year 4 funds to the SAP, the SAP program will continue to fund projects in Mendocino County.  Project funding and administrative funds will be sent to the MCAQMD and the MCAQMD will manage the projects.  Projects to be funded by the SAP Program will be brought before the Board for approval at a future date.

ARB requires a Resolution, and MCAQMD staff recommend a resolution from the MCAQMD Board authorizing the MCAQMD to participate in the FARMER Grant Program for Fiscal Year 2021-2022 (Funding Year 4), accepting the full allocation of $823,100, and approving designation of MCAQMD’s Year 4 allocation to the Shared Allocation Pool

 

Alternative Action/Motion:

Do not approve the MCAQMD’s participation in the FARMER Grant Program for Fiscal Year 2021-2022 (Funding Year 4), and the funds will remain with the Shared Allocation Pool, however no Mendocino County projects would be funded.

 budget clarification: During FY 22-23 budget adoption, Board directed that a new grant budget unit be established to hold AQMD grant funds.  This allocation of $823,100 will be passed through to the FARMER Grant Program Shared Allocation Pool (SAP) and administered by Placer County.  Local projects to be funded through the SAP will be brought before the Board for approval at a future date.
