DBA Redwood Community Crisis Center (RC3) in the amount to $100,607 to provide emergency crisis services and outreach to the children and young adults in Mendocino County through the Mental Health Block Grant provided by Substance Abuse and Mental Health Services Administration, effective July 1, 2022 through June 30, 2023; authorize the Behavioral Health Director to sign any future amendments to the agreement that do not increase the annual maximum amount; and authorize Chair to sign same.

Summary of Request:
This item requests approval of the Agreement with Redwood Community Services, Inc. DBA Redwood Community Crisis Center (RC3) to provide 24/7 crisis response, outreach and engagement, to children and young adults in Mendocino County who are experiencing crisis episodes. When applicable, services are funded through Medi-Cal and/or the Mental Health Services Act Community Services and Supports (MHSA CSS). Many times, youth may be uninsured, and unable to apply for Medi-Cal due to immigration issues, etc. Through funding available for this agreement RC3 will serve all of these youth, regardless of ability to pay. RC3 will also serve Transitional Aged Youth (TAY) up to their 25th birthday and youth with First Episode Psychosis (FEP). Mental Health Block Grant funds are awarded for the proposed contracted services.
Through this Agreement, RC3 will offer crisis services to 100% of clients at assessment with a focus on stabilization and linkage to providers within the community and will provide 24/7 crisis response, crisis assessment and stabilization services to all First Episode Psychosis (FEP) clients in a timely manner throughout all of Mendocino County. RC3 will also provide 60 days of in-house rehabilitation and therapeutic services to FEP crisis clients and will provide referrals and/or linkages to appropriate community resources for long-term, post-crisis stabilization to FEP clients who consent. Year to date for Fiscal Year 2021-22 (July 2021-January 2022) RC3 has been able to serve 35 individuals experiencing FEP using funds provided by the Mental Health Block Grant.
