Adopt Resolution ratifying the Amended Grant Agreement  for the State ARB AB 617 Community Air Protection Program Grant (G19-MCAP-24-1), authorizing the MCAQMD to accept the Grant funds in the amount of $75,223.98 for the term of June 15, 2020, through June 30, 2025, commiting to complying with the requirements of the Grant Agreement, and ratifying the Air Pollution Control Officer’s Execution and Submission of the Agreement to ARB; authorize the Air Pollution Control Officer to seek additional funding for this grant program that may become available during this term; and authorize Chair to sign same.

Previous Board/Board Committee Actions:

August 8, 2019 - Approval and adoption of Resolution 19-225 authorizing the MCAQMD to accept Community Air Protection Program Funds from the ARB for implementing this Program and Authorizing the Air Pollution Control Officer to enter into an agreement with same.

May 19, 2020 - Approval and adoption of Resolution 20-060 accepting the ARB’s Community Air Protection Program Grant for implementing this Program and Authorizing the Air Pollution Control Officer to enter into an agreement with same.

 

Summary of Request

In 2017, the Governor signed legislation aimed at improving neighborhood-level air quality as part of the state’s Cap-and-Trade Program. AB 398 extended and improved the Cap-and-Trade Program which will provide billions of dollars in auction proceeds towards communities in California.

 

AB 617 established a new program, Community Air Protection Program (CAPP), to measure and reduce air pollution from mobile and stationary sources at the neighborhood level in the communities most impacted by air pollutants. AB 617 requires the California Air Resources Board (CARB) to work closely with local air districts and communities to establish neighborhood air quality monitoring networks and to develop and implement plans to reduce emissions.

 

The CAPP Program grant is intended to provide resources to local air districts to cover district costs associated with actions to reduce exposure to criteria air pollutants and toxic air contaminants in disadvantaged and low-income communities.

 

ARB initially allocated approximately $66,126.11 in funds to MCAQMD for support of MCAQMD’s activities associated with the Community Air Protection Program (Year 3) Grant (G19-MCAP-24) for the term June 15, 2020 through June 30, 2025

 

The Board approved Resolution # 20-060 accepting the Year 3 Grant funds and agreeing to administer them consistent with the Community Air Protection Incentives and Guidelines and the general terms and conditions of the agreement associated with the grant on May 19, 2020

 

ARB has subsequently allocated additional funds to MCAQMD in an amended total of approximately $75,223.98 to MCAQMD for support of MCAQMD’s activities associated with the Community Air Protection Program for the term June 15, 2020, through June 30, 2025.  

 

MCAQMD has already signed and submitted the Amended Agreement to ARB and ARB has accepted the MCAQMD’s signed Amended Agreement pending Board Resolution.

 

MCAQMD staff are requesting that the Board adopt a resolution ratifying the Amended Grant Agreement for the State ARB Community Air Protection Program (G19-MCAP-24-1), authorizing the MCAQMD to accept the Community Air Protection Program Grant funds in the amount of $75,223.98, ratifying the Air Pollution Control Officer’s execution and submission of the Agreement to ARB and authorizing the Air Pollution Control Officer to seek additional funding for this grant program that may become available during this term.

 

Alternative Action/Motion:

Do not ratify the Amended Agreement with the state Air Resources Board and do not approve the MCAQMD’s request to accept the AB 617 Community Air Protection Program Grant as proposed.
