Adopt Resolution ratifying the Grant Agreement for the State ARB AB 197 Emissions Inventory Grants (G22-PBES-02), authorizing the MCAQMD to accept the Grant funds in the amount of $8,583, committing to complying with the requirements of the Grant Agreement for the term of April 1, 2022 through March 31, 2023, and ratifying the Air Pollution Control Officer’s Execution and Submission of the Agreement to ARB; authorize the Air Pollution Control Officer to seek additional funding for this grant program that may become available during this term; and authorize Chair to sign same.

Previous Board/Board Committee Actions:
The Air Quality Management District regularly receives grant funding. This source of grant funds was first approved by the Board on September 25, 2018; the amount of funding awarded at that time was $18,267. Subsequently, the Board approved this source of grant funds by Resolution on 8/6/19 and 5/19/20.
Summary of Request:
In 2016 the state legislature approved Assembly Bill 197 requiring the State ARB to make available to the public, and update annually, the emissions of greenhouse gases and criteria pollutants for each “stationary source” facility that reports to the ARB and local Districts. The MCAQMD has stationary sources within its jurisdiction, and must calculate and report emissions of criteria pollutants. The AB 197 Emissions Inventory District Grant provides funding to districts to help off-set the cost of updating and reporting facility emissions data to the Air Resources Board.
ARB has allocated approximately $8,583 to MCAQMD for support of MCAQMD’s activities associated with the AB 197 Emissions Inventory Program for the term June 1, 2022, through May 31, 2023. MCAQMD has already signed and submitted the Agreement to ARB and ARB has accepted the MCAQMD’s signed Agreement pending Board Resolution.
Alternative Action/Motion:
Do not ratify the Agreement with the state Air Resources Board and do not approve the MCAQMD’s request to accept the AB 197 Emissions Inventory District Grant as proposed.
